A native of the City of San Buenaventura, Jim Monahan was elected to the Ventura City Council in 1977 and has continued to be re-elected ever since. Jim served as Mayor from 1987 through 1988 and served two terms as Deputy Mayor.

Jim has served as Chair of the City Council's Traffic and Transportation Committee and was a member of the Housing Committee. In addition, he was a member of the Redevelopment Agency for which he served as Chair in 1982 and 1983. During his time on the City Council Jim has taken the initiative to make our City a better place to enjoy. One of his main interests has been to bring life back to our old historic downtown. He is actively working toward that goal as a founding board member of the San Buenaventura Foundation for the Arts. This non-profit organization is bringing art and cultural events to downtown.

Jim serves as the City of Ventura's Liaison to the Ventura County Fair Board, Board member on the South Coast Area Transit (SCAT) and Ventura County Animal Control. His community involvement includes membership in the Ventura Chamber of Commerce and the Ventura County Fair Livestock Auction Committee. A member of the American Legion, Veterans of Foreign Wars and Elks Lodge 1430. He also served as a Boardmember of the Ombudsman program, a long-term care program for the elderly.

Jim was founder, and is still actively involved, in the County Ventura St. Patrick's Day Parade and Irish Festival Committee; Past President of the Arthritis Foundation; lifetime member of the Jaycees; past Director of the Ventura Chamber of Commerce; and past "El Jefe" of the Buenaventurans, an official welcoming committee for the Ventura Chamber of Commerce. He also served as Vice Chair of the Arnaz Fundraiser Committee for the Tres Condados Girl Scout Council, raising over $1 million.

A veteran of the Korean War, and a lifelong resident of our community, Jim graduated from Ventura High School and Ventura College. He has been President and owner of American Welding Company and American Hot Tap for 40 years.

Jim was chosen to be 1988 Citizen of the Year by the Ventura Board of Realtors and received the Citizen of the Year Humanitarian Award by the Southern California Motion Picture Council, Inc. for his contributions and involvement with long-term care for the elderly. He also received the Arthritis Foundation's Distinguished Service Award and the Los Angeles Police Department Distinguished Service Citizenship Award.
