Currently, we are in Phase II of the application evaluation process which means the City’s cannabis consultant is conducting their evaluations on the 25 applications (24 retail; 1 distribution). It is anticipated that Phase III evaluations by the City Staff Selection Committee will not take place until early 2022.
Staff has posted a tentative timeline to the City’s Cannabis Information webpage. Click on the box titled, “Timeline – Appl Period 1 Evals” to display the timeline below it. Please take special note that the timeframes are approximate and are subject to substantial changes depending on the filing of appeals after each phase.
How to submit public comment
The public may provide public comment (including comments, questions, and concerns) in two ways:
Written submissions at any time –
All written comments, questions, and concerns should be sent to the Cannabis Program staff at: firstname.lastname@example.org or mailed to: City Hall; Cannabis Program; 501 Poli Street; Ventura CA 93001. All written submissions will be addressed in the manner described below under “What happens with my comments?”.
Public Meeting –
The public may attend the Public Meeting, tentatively scheduled in 2022, to verbally express their site-specific concerns. Only the top applicants will be invited to attend the Public Meeting and the applicants will have an opportunity to respond to the specific concerns.

Public Records Act Requests
Phase II: Evaluation Criteria Sections A-D
The City’s consultant will review and score Sections A-D of each application. A description of the evaluation criteria being scored in this phase can be found in the Application Procedures & Guidelines (pgs. 8-10).
Phase III: Evaluation Criteria Sections E-H
The Staff Selection Committee will conduct interviews using the evaluation criteria for Sections E-H of each application. A description of the evaluation criteria being scored in this phase can be found in the Application Procedures & Guidelines (pgs. 10-12).
Phase IV: City Manager’s Final Selection
When the City Manager receives the report from City staff on the final applicants, including feedback from the Public Meeting, he will use this information to make a final decision pursuant to SBMC Section 6.420.230 (a)(5).
In the Application Procedures & Guidelines, the Neighborhood Compatibility section of the Phase III criteria contains questions that specifically ask applicants to address potential youth impacts, including, but not limited to, well-traveled paths to nearby schools. City Council expressed the importance of these “safe routes” and a strong desire to protect the youth in our community. This application section will be addressed as part of an interview process with the City Staff Selection Committee who is fully aware of the strong concerns of the City Council for the youth in our community.

The City will not be posting evaluations or scores to protect the confidentiality required during the evaluation process.
Per City Council Resolution No. 2021-009, the Application Period 1 will only allow applications for commercial cannabis business permits in the non-Coastal Zone. Up to 3 retail permits and 10 industrial-type permits may be awarded during this application cycle.
The window for Application Period 2 is pending a final decision from the CA Coastal Commission. We anticipate this will not happen until 2022.
