The City of Ventura has created a virtual one-stop-shop for permit services called Ventura OPS. The digital public counter allows for customers to create an account and submit a permit application entirely online. This online solution streamlines the permitting process and makes it easier to submit permit applications, upload plan sets, schedule inspections, and easily check the project status online.

Visit the Permits Services webpage and open the Ventura OPS dashboard.

Permit fees can be paid online through VenturaOPS via credit card, debit card or electronic check. Permit fees may be paid at the counter by check only.
VenturaOPS has the option to submit “Insta-Permits” building permit applications, which are semi-automated, self-issued building permits. The express permit types are currently limited to residential projects only, under certain criteria.
Building Express "Insta-Permits" are available for residential replacements of windows, water heaters, plumbing, roofing, and more, certain restrictions apply.

You will need to create an account with VenturaOPS to submit your Plan Submittal Application.
An extension can be requested through the use of the Building Permit Extension Request in VenturaOPS. If the extension is not granted, a new set of plans meeting new code requirements will need to be submitted (if applicable).
