Beginning in 1954, the Montalvo Community Services District (MCSD) provided sanitary sewer services to approximately 600 properties in the Montalvo Area. In 2014, MCSD had concerns due to increased and new regulations related to their existing treatment plant and they conducted a feasibility study. The MCSD feasibility study concluded that relinquishing their sewer system to the City and abandoning the existing MCSD treatment plant made the most financial sense for MCSD customers, rather than making expensive upgrades to the existing MCSD treatment plant.
The City worked collaboratively with MCSD to formulate an agreement that would transfer MCSD’s sewer system to the City of Ventura. The agreement was approved by City Council in January 2015 and was implemented in phases, including the decommissioning and demolition of MCSD’s treatment plant. Since 2016, the City has provided sewer service to MCSD customers, including the operation of the collection system and the treatment of wastewater at the Ventura Water Reclamation Facility.
The final phase of the agreement began on July 1, 2018. The City is now responsible for directly billing all properties within MCSD for sewer services. Historically, MCSD customers paid for sewer service provided by MSCD through their property tax bill.
