[ARCHIVED] Notice of Availability Local Coastal Program Amendments

Notice is hereby given, in accordance with Public Resources Code Section 30500 et seq., that the City of San Buenaventura has prepared a draft Local Coastal Program (LCP) Land Use Plan (LUP) and Implementation Plan (IP) Amendment. The draft Amendments are available for a six-week public review and comment period beginning on August 14, 2023 ending September 25, 2023. Copies are available for review in the Community Development Department at the City of San Buenaventura City Hall, 501 Poli Street, Ventura, California, 93001, at Ventura County Libraries located in Ventura, CA, and on file at the Coastal Commission office at 89 S California St, Ventura, CA 93001. PROJECT DESCRIPTION: The proposed LCP Land Use Plan (LUP) Amendment requests modifications to the City’s 1978 Comprehensive Plan, to establish a pre-zoning of H-C (Harbor Commercial) and a Comprehensive Plan designation of Harbor Commercial for a site being annexed into the City of Buenaventura as part of a reorganization that will be used for a proposed development of an Advanced Water Purification Facility (AWPF) on a vacant 10-acre site in the Coastal Zone on the southeast corner of Harbor Boulevard and Olivas Park Drive (APN: 138-0-050-090). The proposed Implementation Plan (IP) Amendment includes a Zoning Ordinance Amendment to Chapter 24.238.020 of the San Buenaventura Municipal Code to clarify public service facilities as a land use in the Harbor Commercial Zone District. 

ENVIRONMENTAL STATUS: Preparation of a Local Coastal Program Amendment is statutorily exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines section 15265. However, a FEIR Addendum to EIR-9-19-52130 was prepared for the project. Based upon the City’s analysis of the project and material submitted, there are no substantial changes or changed circumstances under which the environmental review of the proposed projects would require major revisions of the previous EIR.  No new significant environmental effects nor substantial increase in the severity of previously identified significant effects under the certified EIR-9-19-52130 have been found with the proposed projects.  No new information has surfaced that the proposed project would have one or more significant effects not previously discussed in the approved EIR-9-19-52130; nor would any impacts previously examined become substantially more severe than in the approved EIR-9-19-52130; Further, no mitigation measures or alternatives previously identified as infeasible have become feasible or available to substantially reduce one or more significant effects than in the approved EIR-9-19-52130; nor would any mitigation measures or alternatives be considerably different than those analyzed in the approved EIR-9-19-52130. 

PUBLIC COMMENTS ON THE LCP IMPLEMENTATION PLAN AMENDMENT: Comments must be made in writing in order to be considered by the City and may be by sending them to Rachel Dimond at [email protected].

TENTATIVE PUBLIC HEARING: This item is tentatively scheduled for City Council consideration following a public hearing on September 25, 2023. Additional public notices of that public hearing will be mailed out 10 days prior to the public hearing.
