To prevent harmful pollutants from being washed or dumped into the municipal separate storm sewer system (MS4) and ending up in local waterbodies, cities are required to implement programs to reduce and eliminate pollutants from entering the MS4. The Regional Phase I MS4 Permit regulates MS4 discharges from the City of Ventura and requires the City to implement public outreach and education, business inspections, green building and low impact development strategies, construction site management and illicit connection/discharge elimination programs to protect and preserve regional water quality. To mitigate runoff and stormwater pollution from construction and new development and redevelopment projects, construction and post-construction best management practices and treatment requirements are required to be implemented.
