Online Bidding Service
The City uses an online service called VirtuBidTM with the Quest Construction Data Network (QuestCDN) to advertise all Public Works Projects, provide plans and specifications, track plan holders, issue addenda, and receive bids. At this website, potential bidders can review projects out to bid at no cost or download the bid documents for a small fee.
Plan Holders List
In order to purchase and download project plans and specifications, prospective bidders will need to register with Quest Construction Data Network. Instructions on how to register with QuestCDN and use their service can be found in the QuestCDN VirtuBid User Guide. Only bidders who have registered and downloaded the bid documents will be added to the electronic plan holders list. Bids will not be accepted by any bidder not on the electronic plan holders list.
Questions and Addenda
Prospective bidders on the electronic plan holders list may submit questions through VirtuBid. Questions will not be accepted by any other means than via VirtuBid. Any addenda or other project information issued by the City will be sent to all prospective bidders on the electronic plan holders list. All addenda must be acknowledged before a bid is accepted.
Bid Opening
Bids will be opened via VirtuBid either online or in person as specified in the bid documents. Only bids submitted via VirtuBid will be accepted.
