Community Development

The Community Development Department is responsible for planning and zoning, building and safety, code enforcement and housing and redevelopment for the City of Ventura. Our department works to ensure that new construction and additions to existing structures meet the policies and guidelines that have been established for public safety, zoning and development. Community Development also works with various city commissions that help guide and advise the City Council regarding growth in the city. Many projects that come before the city for review are presented to one or more commissions or committees for recommendations to the City Council.

Community Development Updates

Draft Local Coastal Program Amendment - NOTICE OF AVAILABILITY

Parts of the San Buenaventura Municipal Code (Division 24 and Subpart 24M: Midtown Corridors Development Code) and Parts of the Downtown Specific Plan 

  • December 13, 2021 - City Council held a public hearing (agenda item 9G) and adopted Ordinance No. 2021-017 approving of amendments to the Municipal Code and the City’s Specific Plans.  The changes to parts of the SBMC Division 24, Subpart 24M, and Downtown Specific Plan are proposed as a draft Local Coastal Program Implementation Plan Amendment.  See the Notice of Availability below and the draft of the Implementation Plan. 
  • Notice of Availability – of the Draft LCP Implementation Plan (IP) Amendment
  • Draft LCP IP Amendment – The proposed LCP Amendment requests modifications to parts of the San Buenaventura Municipal Code (Division 24 and Subpart 24M: Midtown Corridor Development Code) and parts of the Downtown Specific Plan.   The proposed modifications are in accordance with those changes approved by City Council Ordinance No. 2021-017 (with the addition of a modification requested by the California Coastal Commission in 2011).  Additional changes (indicated in purple font) are made to Division 24 based on previous City Council action which had not yet been approved by the California Coastal Commission.

Draft Inclusionary Housing Ordinance 

The City of San Buenaventura Inclusionary Housing Ordinance (Municipal Code Chapters 25.200 and 25.300) 

  • Studies have been prepared that are provided below that are the framework for the ordinance. The draft Inclusionary Housing Ordinance will be available in early January 2022 for review.  
    • Policy Recommendations – The draft policy recommendations that will shape the polices of the ordinance.
    • In-Lieu Fee Analysis – A fee analysis of in-lieu fees that could be paid for the off-site production of affordable housing units. 
  • On January 26, 2022 the Planning Commission will be holding a public hearing to review the proposed Inclusionary Housing Ordinance and make a recommendation to City Council who will review the Inclusionary Housing Ordinance at a public hearing on February 28, 2022. 

Draft Housing Element 

The City of San Buenaventura 6th Cycle 2021-2029 Housing Element

  • The City of San Buenaventura is updating its Housing Element, which is one of the State-mandated Elements of the General Plan that must be updated every eight years and certified by the State Department of Housing and Community Development (HCD). The Housing Element describes and analyzes the City’s:
    • Needs, goals, policies, objectives, and programs for the preservation, improvement, and development of housing
    • Needs in terms of housing affordability, availability, adequacy, and accessibility
    • Strategies and programs to address the housing needs 
    • Draft Housing Element – The draft document for public review.   
    • Draft Technical Background Report - The draft document for public review.
  • On August 2, 2021 the Planning Commission and City Council reviewed the draft Housing Element that was then sent to HCD for review. Comments were received from HCD that have been incorporated into the Housing Element along with the comments received from the Planning Commission and City Council.  
  • On January 12, 2022 the Planning Commission will be holding a public hearing to review the proposed 6th Cycle 2021-2029 Housing Element and make a recommendation to City Council who will review the Housing Element at a special public hearing on January 31, 2022.
