Public mapping tools to assist the public in drawing maps are provided below.
There will be different tools for different purposes and different tools for different levels of technical skill and interest. Use the tools to draw your community of interest, the district you want for your area, or an entire citywide map.
The targeting District Population, for each District, is 15,858.
PAPER PARTICIPATION KIT
This is a simple paper map drawing tool. You can download the maps in English or Spanish with clicking on the hyperlink.
Printed copies are also available in the City Clerk's Office (Ventura City Hall - 501 Poli Street, Room 204, Ventura) during business hours OR you may call and have blank maps sent to you. Call 805.658.4787.
After you draw you map, email a scanned copy, of even take a photo on your phone and email it to CityClerk@cityofventura.ca.gov You may also mail or hand-deliver your maps to the City Clerk's Office (Ventura City Hall - 501 Poli Street, Room 204, Ventura, CA 93001).

Instructions on how to use the layers are displayed when you click on the above link. As residents submit paper or DRA Maps, each map received will be a "layer" in the Interactive Review Map so you can easily see the modifications from the current district map.
DRA: Advanced online map drawing tool
DRA 2020 is a web app to create, view, analyze, and share redistricting maps for all 50 states and the District of Columbia. DRA 2020 includes demographic data from the 2020 and 2010 censuses, 2019 and 2018 5-Year ACS/CVAP estimates, and extensive election data. NDC's city map templates can be used to start drawing new maps.
DRA will also allow you to view view the proposed Congressional, State Senate Maps and State House Maps.
How to Use DRA
The first step is to create an account on the DRA site. A user account is needed to create and submit district maps.
Once the user is logged in, they can access Ventura's Mapping Template. On the Template page, the user will click the paintbrush icon to "Make an editable copy of this map." This opens a blank map of city precincts that the user can assign to districts.
