Thomas Fire CDBG-DR Multifamily Housing Program (MHP)

On August 14, 2018, HUD allocated $124 million in Community Development Block Grant-Disaster Recovery (CDBG-DR) funds to support the State of California’s unmet recovery needs related to the FEMA Major Disaster Declarations DR-4344 in October 2017 and DR-4353 in December 2017 (Thomas Fire). In response, the State of California Department of Housing and Community Development (HCD) has allocated $4,601,064 under the CDBG-DR MHP program to the City of Ventura to support the development of new, affordable rental housing to replace housing lost in the fire.

As required by HCD, the City has published the following Notice of Funding Availability (NOFA) for the City’s CDBG-DR MHP funds. The Application form is a separate document, available on the City’s website in PDF format. Those interested in completing a CDBG-DR application should send an email to to request the Application in Excel format.

Applications will be evaluated for compliance with the NOFA, and funding recommendations will be made accordingly. It is anticipated the Ventura City Council will consider the funding recommendations and approve awards at a City Council meeting in June 2021.
