The intent of the HOME program is to:
- Provide decent affordable housing to lower-income households
- Expand the capacity of nonprofit housing providers
- Strengthen the ability of State and local governments to provide housing
- Leverage private sector participation

Neighborhood Revitalization Strategy Area Plan
2015-2019 Five-Year Consolidated Plan & Neighborhood Revitalization Strategy Area Plan
The 2015-2019 Consolidated Plan, adopted by City Council on May 11, 2015, identifies the strategies for addressing the priority community needs for the five years ending June 2019. Additionally, HUD approved the City's Neighborhood Revitalization Strategy Area Plan, addressing the needs of the Westside under NRSA goals and guidelines.
Citizen Participation PlanThe Citizen Participation Plan (CPP), adopted by City Council on June 12, 2017, is designed to specifically encourage public participation in the development or amendment process by low- and moderate-income persons, particularly residents of slum and blighted areas or predominately low- and moderate-income neighborhoods, where HUD program funding is proposed to be used.
Specific public engagement is required for developing the following activities:
- Five-Year Consolidated Plan
- Assessment of Fair Housing
- Annual Action Plan
- Consolidated Annual Performance Evaluation Reports (CAPER), and
- Substantial Amendments to the any of those mentioned above, or substantial changes to CDBG- or HOME-funded projects.
Annual Action Plans - CDBG & HOMEEvery year, the City prepares an Annual Action and Funding Plan, which details the projects and programs to be undertaken with the City's federal entitlement funds in achieving the goals identified in the Five-Year Consolidated Plan. The Action Plan also outlines the goals and proposed outcomes for funded projects. The Action Plans below were adopted by City Council on the dates shown.
