General Information
As an internal service department, the Human Resources Department assists other City departments in meeting their service responsibilities to the public and assisting employees in reaching their fullest potential with the City. Human Resources provides 699.75 employees in 11 departments with full-service Human Resources and Risk Management programs including recruitment and selection, benefits administration, workers' compensation, safety, employee wellness, labor and employee relations, classification and compensation, and organizational and employee development. Staff also manages public liability and loss-control programs.

Compensation / Labor Relations
The City of Ventura has long been transparent about pay and benefits. The public has the right to know the pay and benefits of all public servants. Each year, the schedule of pay and benefits is publicly reviewed and adopted by City Council. ("Salary Resolution" and "Benefits Resolution".) These documents are available on our website all year long with the schedule of pay ranges of every position in the city. Pay for elected officials is in the City Charter and can only be changed by a vote of the citizens.
