City of Ventura – Permanent Local Housing Allocation 302(c)(4) Plan (PLHA Plan)

In 2017, Senate Bill 2 (the Building Homes and Jobs Act) created the Permanent Location Housing Allocation program. The primary goal of the PLHA program is to create a permanent source of funding available to eligible local governments in California for housing-related projects and programs to address unmet housing needs in their local communities.

The PLHA program provides formula grants to entitlement jurisdictions based upon the formula prescribed under federal law for the Community Development Block Grant (CDBG) program.

The table below shows the funding allocated to the City of Ventura in year 1 (actual) and an estimate of the amount of funding to be received during the initial five years of the PLHA Plan. Annual amounts will vary year to year based on revenue realized under SB2.

PLHA PLAN PUBLIC COMMENT PERIOD and PUBLIC HEARING

The City of Ventura plans to conduct a public hearing on the draft Permanent Local Housing Allocation Plan (PLHA Plan) on Monday August 3, 2020 at 6:00 p.m. or as soon thereafter as possible. The purpose of this hearing is to receive comments and seek City Council approval before transmitting the PLHA Plan to the California Department of Housing and Community Development (HCD).

The primary goal of the PLHA program is to create a permanent source of funding available to eligible local governments in California for housing-related projects and programs that address the unmet housing needs of local communities. As required by HCD, the draft PLHA Plan sets forth the types of activities to be funded with the City’s allocation of PLHA during the first five years of implementation and the percentage of funds dedicated to each activity.
