On June 15, 2020, City Council approved the follow two ballot measures to appear on the November 3, 2020 Ballot:
MEASURE I - CITY OF SAN BUENAVENTURA (CITY OF VENTURA)
MEASURE I 2020 – CANNABIS AND HEMP TAX YES NO
To fund city services (public safety, roads, parks, etc.), shall the City tax cannabis (marijuana) and hemp businesses at annual rates not to exceed $10.00 per canopy square foot for cultivation (adjustable for inflation), 8% of gross receipts for retail cannabis businesses, and 4% for all other cannabis businesses, should the city council legalize them at a future date; which will generate an unknown amount of revenue and will be levied until repealed?
MEASURE J - CITY OF SAN BUENAVENTURA (CITY OF VENTURA)
MEASURE J 2020 – PUBLIC WORKS CONTRACTS CHARTER AMENDMENT YES NO
In order to deliver street, park, sewer, and water improvements and other public works projects more efficiently and less expensively, shall Sections 400 and 1006 of the City Charter be amended to create more flexibility in the methods used to deliver those projects when the City Council designates, by ordinance, the methods allowed and determines that a particular project would benefit from those methods?
IMPARTIAL ANALYSIS - PREPARED BY THE CITY ATTORNEY
To assist the voters on each City Measure, the City Attorney as stated in the Election Code, has prepared an Impartial Analysis for each Measure. This will be printed in the Voters Guide.
ARGUMENTS/REBUTTALS TIME PERIOD
Arguments For/Against a City Measure: July 21 - July 30, 2020. A completed Argument/Rebuttal form, with all signatures, must be submitted to the City Clerk
Rebuttals To/Against a City Measure: July 31 - August 10, 2020. A completed Argument/Rebuttal Form, with all signatures, must be submitted to the City Clerk
Arguments/Rebuttals can only be accepted during the time periods listed above. All received will be posted for the Public Review Period and then printed in the Voters Guide.
