Senior Strategic Plan - Phase 4 Community Meeting

Project Overview

City Council allocated Measure O funding to develop a Senior Strategic Plan that will allow the City of Ventura to:

  • Identify current and emerging senior needs, potential gaps in services, and  partnership opportunities
  • Develop a set of realistic goals for meeting senior needs with strategies and actionable steps for accomplishment

Phase 5: Presentation of Final Plan to City Council
October 19, 2020

During Phase 5, GreenPlay shared the final version of the Senior Strategic Plan with City Council at their Monday, October 19 regular meeting. A video of the presentation that includes City Council questions and input is available at this archived video link.

Phase 4b: Community Review of Draft Plan
January 29 - February 12, 2020

During Phase 4b, community members were invited to share feedback on the draft version of the Senior Strategic Plan developed by GreenPlay. A two-week open public comment period was provided from Wednesday, January 29 through Wednesday, February 12, 2020. All comments and feedback were provided to GreenPlay before they finalized the version of the Plan scheduled to be presented to City Council on March 16, 2020.

Printed Drafts

During this phase, printed versions of the draft Plan are also available for review at the following City facilities:

  1. City Hall, Room 226, 501 Poli Street 
  2. Ventura Avenue Adult Center, 550 N. Ventura Avenue 
  3. Barranca Vista Center, 7050 E. Ralston Street 
  4. Westside Community Center, 450 W. Harrison Avenue
  5. Ventura Aquatic Center, 901 S. Kimball Road  

The draft Plan was also provided to City Council as an advanced item for review and comment. 

Unfortunately, due to the COVID-19 pandemic, the March 16, 2020 presentation to City Council had to be rescheduled. 

Phase 4a: Draft Plan Community Meetings
January 27-28, 2020

Phase 4a was dedicated to sharing the draft version of the Senior Strategic Plan and gathering additional community feedback before completing the final version. Two community meetings were facilitated by GreenPlay: one at City Hall and one at the Ventura Avenue Adult Center. During these meetings, GreenPlay shared their finalized version of the Key Issues Matrix along with their recommendations on how each could be addressed.

Phase 3: Findings & Community Visioning Meetings
December 9-10, 2019

In Phase 3, GreenPlay shared their findings from the community engagement meetings held during Phase 1, the senior needs assessment survey conducted during Phase 2, and their independent research and analysis.

They also introduced the draft Key Issues Matrix that identified priorities and needs for seniors in the City of Ventura along with their initial recommendations on how each could be addressed.

Phase 2: Senior Needs Assessment Survey 
October 4-30, 2019

Facilitated during Phase 2, the survey, available in English and Spanish, was developed to gather additional community input. It was also used to validate the input received during the community engagement meetings held during Phase 1. 

Surveys were accessible online and printed copies available at City facilities. In addition, paper copies were distributed to community groups and local senior service providers and partners.

Phase 1: Community Engagement Meetings
September 30 - October 2, 2019

During Phase 1, GreenPlay facilitated twelve information gathering meetings with stakeholders, community members, staff, advisory board members, and representatives from local organizations and businesses. These meetings were designed to gather information on senior needs and priorities in the City of Ventura.

Senior Strategic Planning 
Ad Hoc Committee

City Council established a five member Senior Strategic Planning Ad Hoc Committee to support the development of the senior strategic plan and assist in engaging the community in the process. The Committee met on the third Tuesday of each month from 1:30 - 2:30 pm in the Santa Cruz Meeting Room at City Hall. These meetings were open to the public. Community members interested in sharing input were encouraged to attend.
