Project Overview

City Council allocated Measure O funding to develop a Senior Strategic Plan that will allow the City of Ventura to:

  • Identify current and emerging senior needs, potential gaps in services, and  partnership opportunities
  • Develop a set of realistic goals for meeting senior needs with strategies and actionable steps for accomplishment

Phase 5: Community Review of Draft Plan

You’re invited to share feedback and input on the draft version of the Senior Strategic Plan developed by GreenPlay from Wednesday, January 29 through Wednesday, February 12, 2020. All comments and feedback will be provided to GreenPlay before they finalize the version of the Plan that will be presented to City Council on March 16, 2020. 

UPDATE: Due to the COVID-19 pandemic, the City Council presentation of the final version of the Senior Strategic Plan will be rescheduled.

Phase 4: Draft Plan Community Meetings
January 27-28, 2020

During this Phase 4 the consultant shared the Key Issues, organized into four Key Themes, that were identified during the strategic planning process and included in the draft version of the Senior Strategic Plan. In addition, the goals and strategies to address these needs and priorities were provided with the opportunity for community members to share feedback.

Phase 3: Findings & Community Visioning Meetings
December 9-10, 2019

In Phase 3 the consultant shared their findings from the community engagement meetings held during Phase 1, the senior needs assessment survey conducted during Phase 2, and their independent research and analysis. They introduced the draft Key Issues Matrix that identified priorities and needs for older adults in the City of Ventura along with their initial recommendations on how each could be addressed.


Phase 2: Senior Needs Assessment Survey
October 4-30, 2019

Facilitated by the consultant during Phase 2, the survey, available in English and Spanish, was developed to continue gathering community input and to validate what the consultant had heard in the community engagement meetings during Phase 1. 

Surveys were accessible online and printed copies were made available at city facilities and distributed to community groups and local senior service providers and partners.

Phase 1: Community Engagement Meetings
September 30 - October 2, 2019

During Phase 1, the consultant facilitated twelve information gathering meetings with stakeholders, community members, staff, advisory board members, and representatives from local organizations and businesses. These meetings were designed to gather information on older adult needs and priorities in the City of Ventura.

Senior Strategic Planning Ad Hoc Committee

City Council established a five member Senior Strategic Planning Ad Hoc Committee to support the development of the senior strategic plan and assist in engaging the community in the process. The Committee meets on the third Tuesday of each month from 1:30 - 2:30 pm in the Santa Cruz Meeting Room at City Hall. These meetings are open to the public with community members who are interested in sharing additional input encouraged to attend.
